We are now on the first path of Isaiah 40:3 which is also set in the context of the greatness of God as recorded in Isaiah 40:1-6.

Isaiah 40:3 is referring to John the Baptist announcing the arrival of the Messiah.  We can therefore say that the verse is about:

“John the Baptist foretold.”
