Luke 3:21 is set in the context of the revealing of Jesus of Nazareth as the Promised Messiah and the start of His earthly ministry.  We saw a similar account in Matthew 3:11-14:1.  Looking at Luke 3:21, we are provided with a deeper insight. 

The heaven opened as Jesus was praying while in the process of water baptism.  It was a major milestone in the life of Jesus and it was accompanied by the first record of Him praying.
